He brings a robust background in reporting systems, incident management, security measures/control, regulatory compliance, competency development, team member engagement, change management and organizational transformation. Billy served from 1999-2023 with the Fontana, California Police Department, culminating in a tenure as Chief of Police from 2018-2023.
